REQUEST FOR PROPOSALS (RFP) INSTRUCTIONS
1. Notice, Point of Contact, Request for Acknowledgment and Ethics & Objectivity:
Raleigh-Durham Airport Authority (the “Authority”) is requesting proposals from qualified
contractors (the “Contractor” or “Respondent” or “Proposer”) interested in providing operational
and maintenance services for the Terminals 1 and 2 in-line Baggage Handling Systems (the
“BHS”) and maintenance services of the Terminals 1 and 2 Passenger Boarding Bridges and
ancillary aircraft support systems (together the “PBB and AS Systems”) at the Raleigh-Durham
International Airport (the “Airport”) to submit proposals for furnishing such services. Firms
submitting proposals are expected to have extensive, recent, and direct experience in providing
services similar in scope and scale to those described in this solicitation. Services will be governed
by an Agreement, a sample which is attached hereto as Exhibit D to this RFP.
The Authority is seeking one prime Contractor whose combination of experience and expertise
will provide timely and cost-effective services to the Authority. It is the intent of the Authority
to award a five (5) year Agreement. The Authority at its sole discretion may negotiate with
the awarded Contractor for two (2) an additional one (1) year periods for a maximum
potential Term of seven (7) years. The Authority anticipates commencing the Agreement with
the awarded Contractor by October 1, 2019.
The Contractor shall declare that the proposal is not made in connection with any other respondent
submitting a proposal for the same goods and/or services, except if the proposal is submitted by a
consortium of Contractors, and is in all respects fair and without collusion or fraud. This
declaration is made by executing Form 2, which contains a Non-Collusion Affidavit.
This procurement shall be conducted in accordance with all applicable Federal and State laws and
regulations, and the policies and procedures of the Authority, as may be amended. All future
amendments to any such laws, regulations and applicable Authority policies and procedures shall
be applicable to this procurement.
