SOLICITING BIDS FOR THE FOLLOWING:         Demolition, Electrical, Painting, and Hauling.

Prospective bidders must register and obtain an official set of the Bidding Documents. Digital copies of

Bidding Documents are available for purchase for a fee of $100.00 per set through Quest by visiting These documents may be downloaded by selecting the project and finding the

appropriate Quest Project Number. Bids received from Bidders who are not registered plan holders with

the Engineer will not be accepted or opened. For assistance and free membership registration, contact

QuestCDN at (952) 233-1632 or Neither the Owner nor the Engineer will be

responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any

source other than the Engineer and their representative plan provider, QuestCDN. Each Bidder shall be

responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form. Bidders must comply with the requirements of the State of North Carolina and be appropriately licensed as a Contractor as provided in General Statutes Chapter 87.



Note:    It is each subcontractor/vendor’s responsibility to review all bid documents issued for this project in order to provide a complete scope of work and cost proposal.

SCOPE OF WORK PLANNING ON BIDDING:                                                                                               


Laughlin-Sutton will assist M/WBEs in getting required bonding on the construction contract by offering bonding assistance, or by providing alternatives to bonding for M/WBEs.

Laughlin-Sutton will provide one of the following types of assistance to M/WBEs  in connection with the contract:

Assistance in obtaining equipment, joint pay agreements, purchase of supplies, or letters of credit, including waiving credit that is ordinarily required; or

Assistance in obtaining the same unit pricing with the Bidder’s/Participant’s suppliers as the Bidder/Participant.
