MWBE Invitation to Bid – 210 WWTF Effluent Force Main and Dechlorination Facility in The City of Smithfield, North Carolina

Wharton-Smith is a general contractor who is soliciting proposals from the State of North Carolina HUB, DOT, DOA, & SBA MBE and WBE (DBE) subcontractors & suppliers for the 210 WWTF Effluent Force Main & Dechlorination Facility for Johnston County, North Carolina. This project is scheduled to bid on Thursday, October 13, 2022, at 2:00 PM. Please submit your proposed scope of work to us at least 24 hours prior to the bid date & your firm pricing for that scope of work to us by 10:00 am on bid day. Proposals may be emailed to envestimating@whartonsmith.com.

Bidding documents are available for free download via www.isqft.com. If you would like to receive a copy of the Plans, Specs, and Addenda, please email us (envestimating@whartonsmith.com) your request, including your company’s contact information. Please be sure to provide the project name in the subject line. Upon receiving your email, we will send you an Invitation to Bid containing a link to the project via www.isqft.com. The “iSqft” website will provide instructions on logging in and viewing or downloading the bidding documents. Project Scope of Work: The Work is generally located within an approximate 30-foot corridor from the 210 Wastewater Treatment Facility adjacent to the Johnston County Landfill (680 County Home Road, Smithfield NC 27577) to County-owned property on the Neuse River. The Work consists of the following: (1) Installation of approximately 22,600 linear feet of 30-inch effluent force main, (2) Installation of approximately 1,100 linear feet of 48-inch effluent gravity outfall. (3) New effluent force main headwall, (4) Access road from Galilee Road to Neuse River, (5) New Dechlorination Building, chemical feed vaults, and emergency generator

Anticipated areas of work that will be subcontracted for this project are:  Surveying, Traffic Control, Materials Testing, Hauling, Sitework (Demolition, Earthwork, Aggregate Materials, Geotextiles, Clearing, Grubbing, & Site Preparation, Erosion & Sedimentation Control, Temporary Excavation Support Systems, Horizontal Auger Boring, Low Density Cellular Concrete, Paving & Surfacing, Surface Restoration, Final Grading & Landscaping, Topsoil for Streamwork, Specialty Seeding, Live Stakes, Tubelings), Concrete (Concrete Formwork, Concrete Accessories, Joints in Concrete, Reinforcing Steel, Cast-in-Place Concrete, Concrete Finishes, Concrete Curing, Precast Concrete), Masonry (Masonry Contractor, Mortar and Masonry Grout, Masonry Accessories, Unit Masonry), Metals (Galvanizing, Metal Fastening, Metal Materials, Structural Steel, Stainless Steel, Steel Joints, Metal Decking, Metal Fabrications, Castings), Woods, Plastics and Composites (Rough Carpentry, Glass Fiber & Resin Fabrications), Thermal and Moisture Protection (Dampproofing, Building Insulation, Vapor Barrier, Flashing & Sheet Metal, Standing Seam Metal Roofing & Wall Panels, Joint Fillers, Sealants & Caulking), Openings Fiberglass Doors & Frames, Roll Up Doors, Finish Hardware), Finishes (Painting), Specialties (Identifying Devices, First Aid Cabinets, Fire Extinguishers), Plumbing, HVAC, Process Piping, and Electrical

If your company requires our help to establish a specific scope of work, which is economically feasible & realistic for your company, and/or if you feel a scope of work is too large for your firm to handle individually, please do not hesitate to contact us.

Please advise us should your company require special accommodations with payment terms, bonding, or insurance in order to provide pricing for this project. Depending on the type of subcontract work, we may also be able to waive subcontractor bonding requirements to make it easier for your company to quote the work. We can also provide assistance to qualified minority businesses in need of equipment, loan capital, lines of credit, or joint pay agreements to secure loans, supplies, or letters of credit, including waiving credit that is ordinarily required. If establishing loan capital or lines of credit to purchase materials to be installed on this project is an impediment to your company bidding work, we will gladly work with your material suppliers to set up joint check agreements or assist in obtaining the same unit pricing as our suppliers to enable you to bid this project.

Wharton-Smith, Inc. will offer a “Quick Pay Commitment” to all MWBEs to assist qualified minority businesses with their cash flow, which means a commitment to pay MWBEs within 20 days after the Contractor confirms that the work has been performed & completed properly. Should the terms of this policy be unacceptable for your company, we will gladly negotiate terms; however, these agreements should be completed prior to the bid date.
