MWBE Invitation to Bid – E. M. Johnson WTP Flocculation and Sedimentation Basins 1 – 4 Modifications, City of Raleigh, NC

Wharton-Smith is a general contractor who is soliciting proposals from State of North Carolina HUB, DOT, DOA, & SBA MBE and WBE (DBE) subcontractors & suppliers for the E. M. Johnson WTP Flocculation and Sedimentation Basins 1 – 4 Modifications for the City of Raleigh, North Carolina. This project is scheduled to bid on Tuesday, May 18, 2021 at 2:00 PM. Please submit your proposed scope of work to us at least 24 hours prior to the bid date & your firm pricing for that scope of work to us by 8:00 am on bid day. Bidding documents are available for free download via www.isqft.com. If you would like to receive a copy of the Plans, Specs, & Addenda, please email your request including your company’s name & contact information to dwalters@whartonsmith.com, or call 704-525-5695 ext. 5301. Please be sure to provide the project name in the subject line. Upon receiving your email, we will send you an Invitation-to-Bid, which provides a link to the project via www.isqft.com. The iSqFt website will provide instructions on how to log in & view or download the bidding documents. Project Scope of Work: The Project consists generally of the following major items: Construct two additional 40 mgd rapid mix trains, Provide new mixed water influent flumes to connect to Basin 1 through Basin 4, Demolish existing rapid mixer equipment in the Pre-chemical Building basement, Upgrade flocculation in Basins 1 through 4 to provide two trains of 3-stage (or three trains of 2-stage) flocculation via vertical mixers and a new diffuser wall, Install inclined settling plates in Basins 1 through 4, Raise the flocculation and sedimentation basin walls in Basins 1 through 4 by 3.0 feet, Construct a second channel to convey settled water to intermediate ozone, Expand the existing filter influent channel conveying ozonated water to the filters, Replace the existing, aging sludge collection equipment, Construct a new 16-inch sludge removal pipeline from the basins to the Residuals Facility, Improve Basins 1 through 4 concrete conditions and structure, Replace the existing four Polymer pumps with ten new chemical feed pumps, Modify the polymer feed system in the existing Polymer Room, Demolition of the existing enclosed walkways adjacent to Basin 1, Provide a new covered walkway between Basins 3 and 4, which connects to a new enclosed walkway above the flocculation influent channels, Provide new post chemical duct banks from Pre-chemical Building to the south side of the basins to intersect with existing duct banks, Improvements to the Pre-Chemical Building to accommodate new electrical equipment in the existing Rapid Mix room and the Caustic Room. Improvements to the Pre-chemical Building to accommodate new electrical equipment in the existing Rapid Mix Room, Electrical additions in the Electrical Building, Integrate proposed upgrades into SCADA system.

Anticipated areas of work that will be subcontracted for this project are:  Surveying, Hauling, Material Testing, Sitework (Demolition, Earthwork, Aggregate Materials, Geotextiles, Clearing, Grubbing, Site Preparation, Clearing, Site Preparation, Grubbing, Earthwork, Aggregate Materials, Flowable Fill, Geotextiles, Erosion and Sedimentation Control, Tunneling by Guided Bore and Jack, Tunnel Grout, Installation of Carrier Pipe in Tunnels, Paving and Surfacing, Surface Restoration, Steel Fencing, Final Grading and Landscaping), Concrete (Concrete Repairs, Concrete Formwork, Reinforcing Steel, Concrete Accessories, Joints in Concrete, Cast-in-Place Concrete, Concrete Finishes, Concrete Curing, Precast Concrete, Precast Prestressed Concrete Hollow Core Planks and Grout), Masonry (Mortar and Masonry Grout, Masonry Accessories, Unit Masonry), Metals (Metal Materials, Galvanizing, Metal Fastening, Stainless Steel, Structural Steel, Structural Aluminum, Steel Joists, Metal Decking, Cold-Form Metal Framing, Metal Fabrications, Metal Stairs, Ladders, Guards and Railings, Grating, Access Hatches and Access Doors, Castings, Stair Treads and Nosings, Castings, Bearing Devices and Anchoring), Woods and Plastics (Rough Carpentry, Glass Fiber and Resin Fabrications), Thermal and Moisture Protection (Dampproofing, Vapor Barrier, Single Ply Membrane Roofing (PVC or Kee)m Flashing and Sheet Metal, Roof Specialties and Accessories, Joint Fillers, Sealants and Caulking), Openings ( Aluminum Doors and Frames, Fiberglass Doors and Frames, Aluminum Storefront, Finish Hardware, Glass, Glazing and Louvers), Finishes (Painting) Specialties (Identifying Devices, Fire Extinguishers and Canopies), Fire Suppression, Plumbing, HVAC, Process Piping and Electrical

If your company requires our help to establish a specific scope of work, which is economically feasible & realistic for your company, and/or if you feel a scope of work is too large for your firm to handle individually, please do not hesitate to contact us.

Please advise us should your company require special accommodations with payment terms, bonding, or insurance in order to provide pricing for this project. Depending on the type of subcontract work, we may also be able to waive subcontractor bonding requirements to make it easier for your company to quote the work. We can also provide assistance to qualified minority businesses in need of equipment, loan capital, lines of credit, or joint pay agreements to secure loans, supplies, or letters of credit, including waiving credit that is ordinarily required. If establishing loan capital or lines of credit to purchase materials to be installed on this project is an impediment to your company bidding work, we will gladly work with your material suppliers to set up joint check agreements or assist in obtaining the same unit pricing as our suppliers to enable you to bid this project.

Wharton-Smith, Inc. will offer “Quick Pay Commitment” to all MWBE’s to assist qualified minority businesses with their cash flow, which means a commitment to pay MWBE’s within 20 days after the Contractor confirms that the work has been performed & completed properly. Should the terms of this policy be unacceptable for your company, we will gladly negotiate terms; however these agreements should be complete prior to bid date.
