Wharton-Smith, Inc. is a General Contractor bidding on the above referenced construction project in Lincoln County, North Carolina. Wharton-Smith, Inc. would appreciate any assistance you could give us in locating and soliciting subcontract/supplier bids from qualified MBE/WBE vendors for work on this project. Below is the Invitation to Bid we will utilize for this solicitation. If possible, we would appreciate you posting this announcement on your website and any other media, outreach, or recruitment outlet that is available to you for notification purposes. We would also appreciate your assistance in distributing the below ITB via email or fax to eligible minority companies from your local directory. We are interested in obtaining as many quotes as possible for participation on this project.
We kindly request that you provide us with a link or a printout of the advertisement that was posted online for our own documentation. MBE / WBE Invitation to Bid – Killian Creek Wastewater Treatment Plant Upgrade Phase 3 for Lincoln County, NC
Wharton-Smith is a general contractor who is soliciting proposals from State of North Carolina HUB, DOT, DOA, & SBA MBE and WBE certified subcontractors & suppliers for the Killian Creek Wastewater Treatment Plant Upgrade Phase 3 for Lincoln County, NC. This project is scheduled to bid on Thursday, April 2, 2020 at 2:00 PM. Please submit your proposed scope of work to us at least 24 hours prior to the bid date & your firm pricing for that scope of work to us by 8:00 am on bid day. Project Scope of Work: The Project consists of new influent headworks, Sequencing Batch Reactor System (SBR) flow splitter and related slide gates and electric actuators. New SBR, Post Equalization, Aerobic Digester and Sludge Holding Tank System including concrete basin structure, blowers, jet aeration mixers, sludge transfer pumps, and related controls incorporating the existing SBR system into a four (4) SBR basin system. Modifications to existing SBR system to include changeout of existing blower sheaves to increase blower speed and capacity, modifications to influent flow splitter/electrically actuated gates, addition of influent drop boxes and diffuser pipes in each SBR basin and modification to existing SBR control system to integrate controls into the new four (4) SBR basin control system. New Effluent Filters Building with two (2) new effluent disk filters and three (3) relocated existing disk filters and related controls. New effluent Ultraviolet (UV), dual channel disinfection system installed in existing effluent building with related controls and building modifications. New waste activated sludge (WAS) sludge thickener and related sludge transfer pumps, polymer feed system, piping and controls. Modifications to existing RTD sludge building to add a hot water tank and tepid eye wash. New sludge pump station including sludge grinder, rotary lobe pumps and related transfer piping and controls. Modifications in existing sludge pump building to add hot water heater and tepid water mixing valve to supply existing safety shower/eye washes with tepid water. New sludge dewatering building including two (2) new rotary sludge filter presses, polymer feed systems, sludge conveyors and related controls. New caustic chemical feed pumps capable of caustic addition to the new SBR tanks and digesters. New chemical feed system associated with phosphorus removal including storage tank, recirculation pump and chemical metering pumps and controls in a precast concrete building. Related site grading, storm water drainage, erosion/sediment control, site piping and roads.
Anticipated areas of work that will be subcontracted for this project are: Survey, Hauling, Material Testing, Sitework (Site Clearing, Excavation & Fill, Trenching, Rock Removal, Erosion Control, Aggregate Base Courses, Asphalt Paving, Concrete Paving, Parking Bumpers, Chain Link Fencing, Landscaping, Seeding) Concrete (Cast-in-Place Concrete, Field Erected Precast Concrete Building), Metals (Structural Steeling Framing, Metal Fabrications, Ladders, Railing, Gratings, Misc. Metals), Woods & Plastics (Rough Carpentry), Thermal & Moisture Protection (Self-Adhering Sheet Waterproofing, Bentonite Waterproofing, Water Repellents, Thermal Insulation, Roof and Deck Insulation, EPDM Roofing, Joint Protection), Doors & Windows (Hollow Metal Doors & Frames, Fiberglass Doors, Overhead Coiling Doors, Sectional Doors, Hardware, Door Louvers), Finishes (Gypsum Board Assemblies, Painting, Epoxy Wall Coatings), Specialties (Toilet Accessories), Process Piping and Electrical.
If your company requires our help to establish a specific scope of work, which is economically feasible & realistic for your company, and/or if you feel a scope of work is too large for your firm to handle individually, please do not hesitate to contact us.
Please advise us should your company require special accommodations with payment terms, bonding, or insurance in order to provide pricing for this project. Depending on the type of subcontract work, we may also be able to waive subcontractor bonding requirements to make it easier for your company to quote the work. We can also provide assistance to qualified minority businesses in need of equipment, loan capital, lines of credit, or joint pay agreements to secure loans, supplies, or letters of credit, including waiving credit that is ordinarily required. If establishing loan capital or lines of credit to purchase materials to be installed on this project is an impediment to your company bidding work, we will gladly work with your material suppliers to set up joint check agreements or assist in obtaining the same unit pricing as our suppliers to enable you to bid this project.
Wharton-Smith, Inc. will offer “Quick Pay Commitment” to all MWBE’s to assist qualified minority businesses with their cash flow, which means a commitment to pay MWBE’s within 20 days after the Contractor confirms that the work has been performed & completed properly. Should the terms of this policy be unacceptable for your company, we will gladly negotiate terms; however these agreements should be complete prior to bid date.
