MWBE Invitation to Bid – M/WBE Solicitation Assistance Request – Lake Michie & Little River Raw Pump Station Improvements for the City of Durham, NC

Wharton-Smith is a general contractor who is soliciting proposals from State of North Carolina HUB, DOT, DOA, & SBA MBE and WBE (DBE) subcontractors & suppliers for the Lake Michie & Little River Raw Pump Station Improvements for the City of Durham, North Carolina. This project is scheduled to bid on Thursday, September 15, 2022 at 11:00 AM. Please submit your proposed scope of work to us at least 24 hours prior to the bid date & your firm pricing for that scope of work to us by 8:00 am on bid day. Project Scope of Work: The Project involves the furnishing of all materials, labor, equipment, tools, etc. unless otherwise specified, for the complete installation of: BASE BID – Lake Michie Raw Water Pump Station Site – intake upgrades including new multi-level withdrawal intake with bar screening and new low-level outlet; new 900-hp split-case horizontal pumps, piping, and valves; new water and septic systems; new 1,500 kVA utility transformer and electrical power distribution system replacement including 1,000 kW generator; control system upgrades providing remote operation/monitoring of pump station operations; new security system; structural upgrades including elevated concrete slab extension, crack and spall repairs, and fill of abandoned lake drain flumes; and various building upgrades including new bridge crane, abatement of hazardous aterials, new interior/exterior coatings, window replacement, new HVAC system, and various other building space renovations.

ALTERNATE BID 1 – Little River Raw Water Pump Station Site – Spillway roller gate actuators/gearboxes replacement

ALTERNATE BID 2 – Little River Raw Water Pump Station Site – New 600-hp vertical mixed flow centrifugal pumps, piping and valves; new electrical power distribution system including 750 kW generator; spillway stop log monorail system improvements; intake tower upgrades including new gate actuators and new reservoir mixing system air compressor; new water service; control system upgrades providing remote operation/monitoring of pump station operations; new security system; new interior pipe coatings, cleaning of building interior/exterior, miscellaneous concrete crack and spall repairs, new HVAC system, various building upgrades, new potable water line to serve site, and abandonment of existing well

ALTERNATE BID 3 – Little River Spillway – Roller gate actuator/gearbox alternate manufacturer

ALTERNATE BID 4 – Lake Michie Raw Water Pump Station – Ball valve actuator alternate manufacturer

ALTERNATE BID 5 – Little River Raw Water Pump Station – Ball valve actuator alternate manufacturer

Anticipated areas of work that will be subcontracted for this project are:  Surveying, Testing, Hauling, Sitework (Demolition, Hazardous Material Abatement, Earthwork, Aggregate, Geotextiles, Clearing, Grubbing, Site preparation, Erosion and Sedimentation Control, Paving), Concrete (Concrete Repairs, Formwork, Accessories, Joints in Concrete, Reinforcing Steel, Cast-in-Place Concrete, Finishes, Curing and Grout), Masonry (Masonry and Concrete Restoration and Cleaning, Motar and Masonry Grout, Masonry Accessories, Unit Masonry), Metals (Galvanizing, Metal Fastening, Metal Materials, Structural Steel, Stainless Steel, Structural Aluminum, Cold Form Metal Framing, Metal Fabrications, Metal Stairs, Ladders, Guards and Railings, Gratings, Checkered Floor Plates an Access Doors, Stair Treads and Nosings, Castings, Bearing Devices and Anchoring), Woods and Plastics (Rough Carpentry, Finish Carpentry and Glass Fiber and Resin Fabrications), Thermal and Moisture Protection (Dampproofing, Liquid Applied Water Repellants, Building Insulation, Built-up Bituminous Roofing, Firestopping, Joint Fillers, Sealants and Caulking), Openings (Steel Door and Frames, Fiberglass Doors and Frames, Roll-up Doors, Aluminum Windows and Frames, Finish Hardware, Glass and Glazing and Louvers), Finishes (Gypsum Drywall System, Ceramic Tile, Quarry Tile, Resilient Flooring, Painting) Specialties (Signage, Toilet and Bath Accessories, Fire Aid Cabinets, Fire Extinguishers and Metal Lockers), Special Construction (Metal Buildings), Plumbing, HVAC, Process Piping, and Electrical

If your company requires our help to establish a specific scope of work, which is economically feasible & realistic for your company, and/or if you feel a scope of work is too large for your firm to handle individually, please do not hesitate to contact us.

Please advise us should your company require special accommodations with payment terms, bonding, or insurance in order to provide pricing for this project. Depending on the type of subcontract work, we may also be able to waive subcontractor bonding requirements to make it easier for your company to quote the work. We can also provide assistance to qualified minority businesses in need of equipment, loan capital, lines of credit, or joint pay agreements to secure loans, supplies, or letters of credit, including waiving credit that is ordinarily required. If establishing loan capital or lines of credit to purchase materials to be installed on this project is an impediment to your company bidding work, we will gladly work with your material suppliers to set up joint check agreements or assist in obtaining the same unit pricing as our suppliers to enable you to bid this project.

Wharton-Smith, Inc. will offer “Quick Pay Commitment” to all MWBE’s to assist qualified minority businesses with their cash flow, which means a commitment to pay MWBE’s within 20 days after the Contractor confirms that the work has been performed & completed properly. Should the terms of this policy be unacceptable for your company, we will gladly negotiate terms; however these agreements should be complete prior to bid date.
