MWBE Invitation to Bid – M/WBE Solicitation Assistance Request – Mebane WRRF Improvements – Mebane, North Carolina

Wharton-Smith is a general contractor who is soliciting proposals from State of North Carolina HUB, DOT, DOA, & SBA MBE and WBE (DBE) subcontractors & suppliers for the City of Mebane WRRF Improvements project for the City of Mebane, North Carolina. This project is scheduled to bid on Tuesday, July 6, 2021 at 2:00 PM. Please submit your proposed scope of work to us at least 24 hours prior to the bid date & your firm pricing for that scope of work to us by 8:00 am on bid day. Project Scope of Work: The Project contemplated consists of the following major work items at the existing 2.5 mgd WRRF: New headworks facility with one mechanical screens, grit chamber, grit pump, grit cyclone and classifier. One rotating drum thickener (RDT) located in existing solids building. One polymer system for use with the new RDT. Sludge aerobic digesters modifications for two digesters. Provide aeration diffusers, and two mixers in each digester. Three blowers for aeration of both tanks. Bid proposal shall be based on the Inovair Blowers detailed proposal as specified in Section 44 42 19.06, Aeration Blower System (Preselected). A cost has been negotiated with the manufacturer which shall be used as the basis of the Bidders Cost. Modification to three secondary clarifiers consisting of new Stamford effluent baffles, and energy dissipating inlets for each clarifier. Influent flowmeter monitoring flow from the headworks in a vault. Architectural for a new electrical building and patching for the thickener building.

Anticipated areas of work that will be subcontracted for this project are:  Surveying, Material Testing, Hauling, Sitework (Site Demolition, Site Clearing, Site Preparation, Excavation, Dewatering, Fill and Backfill, Trench and Backfill, Shoring, Pacing, Aggregate, Turf and Grass), Concrete (Concrete Repairs, Concrete Forms and Accessories, Steel Reinforcement, Fibrouse Reinforcement, Cast-in-Place Concrete, Concrete Curing, Grout, Doweling, Epoxy Injection),  Metals (Anchors, Welding, Metal Fabrication, Aluminum Railing, Metal Grating), Woods and Plastics (Glass-Fiber-Reinforced Plastic), Finishes (Painting and Coating) Specialties (Fire Protection Specialties), Special Construction (Fabricated Structures), HVAC, Process Piping, and Electrical

Please advise us should your company require special accommodations with payment terms, bonding, or insurance in order to provide pricing for this project. Depending on the type of subcontract work, we may also be able to waive subcontractor bonding requirements to make it easier for your company to quote the work. We can also provide assistance to qualified minority businesses in need of equipment, loan capital, lines of credit, or joint pay agreements to secure loans, supplies, or letters of credit, including waiving credit that is ordinarily required. If establishing loan capital or lines of credit to purchase materials to be installed on this project is an impediment to your company bidding work, we will gladly work with your material suppliers to set up joint check agreements or assist in obtaining the same unit pricing as our suppliers to enable you to bid this project.

Wharton-Smith, Inc. will offer “Quick Pay Commitment” to all MWBE’s to assist qualified minority businesses with their cash flow, which means a commitment to pay MWBE’s within 20 days after the Contractor confirms that the work has been performed & completed properly. Should the terms of this policy be unacceptable for your company, we will gladly negotiate terms; however these agreements should be complete prior to bid date.
