Construction Phase 2 – Solids Handling Building & Other Upgrades
Crowder Construction Company is requesting quotes from certified Minority Business Enterprise (MBE) and Women-owned Business Enterprise (WBE) Firms on the T.Z. Osborne WRF Incinerator Design-Build Project: Phase 2. We are soliciting Subcontractor & Supplier bids for the following scopes of work in Greensboro, NC and surrounding areas: Construction Staking, Utility Locating, Erosion Control, Hauling, Fine Grading, Seeding, Asphalt Paving, Storm Drain, Concrete, Concrete Repairs, Masonry, Metal Fabrications, Structural Steel Modifications, Pre-Engineered Metal Canopy, Membrane Roof Repairs, Doors, Windows, Drywall, Acoustical Ceilings, Coatings, Signage, Louvers, Process Equipment Installation, Process Piping, HVAC, Plumbing, Electrical, Fire Alarm.
Crowder Construction Company is willing to break down the work further or combine elements of work into economically feasible units to facilitate MBE/WBE Participation.

A non-mandatory Pre-Bid Meeting will be held on Wednesday February 18, 2026 at 1:00 PM at the TZ Osborne WRF at 2350 Huffine Mill Road, McLeansville, NC 27301. All interested subcontractors and suppliers are encouraged to attend. A site walkthrough will follow the meeting. Please note that attendees wishing to tour the site must bring their on Personal Protective Equipment (PPE) including hard hats, safety glasses, and hard-toe shoes.
Quotes must be received in our office by March 13th, 2026 at 5:00 PM. We request MBE/WBE Firms include a copy of their certification.
Crowder Construction Company is willing to review any responsible quote and will negotiate terms, if appropriate. We will notify your firm if your bid is accepted for this project. If you need assistance with obtaining bonding, loan capital, lines of credit, insurance, or joint pay agreements, please contact us and we will review your needs and direct you to available agencies for assistance.
