Shook Construction IS BIDDING, as a Single Prime General Contractor, on the Lexington Regional WWTP Solids Handling Improvements Project and is soliciting proposals from qualified disadvantaged, minority, female and small business enterprises. The Project bids Thursday January 29, 2026, at 2:00pm. We ask that you please submit your quote(s) no later than 5:00pm EST on January 28, 2026, to allow for proper analysis. The Project includes the improvements to the City’s wastewater treatment plant to include,
2) Installation of upgrades to the Sludge Holding Tanks as shown on the Contract Drawings.
3) A new Dewatering and Drying Building complete as shown on the Contract Drawings.
4) A new Dried Solids Storage Canopy complete as shown on the Contract Drawings.
5) Installing all yard piping to include process piping, water mains, and storm drainage piping; all
fittings; valves; precast concrete manholes; and junction boxes as shown on the Contract Drawings
6) Coordinate with the selected System Integrator subcontractor to provide a fully functioning control system. The System Integrator shall be responsible for the provision of an integrated control system fully functioning in accordance with the requirements of the Contract Documents.
A mandatory pre-bid conference (for bidding Contractors) for the Project will be held at 10:00 a.m. on January 7, 2026, at the Purchasing Office, City Hall, 28 West Center Street, Lexington, NC 27292. Immediately following the pre-bid conference, a site walk at the Lexington RWWTP (500 Glendale Road, Lexington, NC 27292) will take place.
This project will be financed in part or in whole by the State Revolving Fund loan and therefore is subject to the Federal laws and regulations associated with the funding program. Compliance with Davis-Bacon IS a requirement. American Iron and Steel (AIS) requirements apply to this Project. Wage rates for this Project are subject to the minimum wage rates for Water and Sewer Projects, located in the SRF Contract Requirements section of the Contract Documents.
Owner is not exempt from North Carolina state sales and use taxes on materials and equipment to be incorporated in the Work. Sales tax should not be included in the Bid. The Contractor will complete and submit the State of North Carolina County Sales and Use Tax Report appended to Section 012900 with each application for payment.
Scope of Project:
Construction of a new Dewatering and Drying Building to house sludge dewatering belt filter presses (BFPs), polymer dilution and feed systems, a sludge belt dryer and appurtenances, and supporting equipment; an odor control system to serve the Dewatering and Drying Building; a covered dried biosolids storage facility; modifications inside the Sludge Holding Tanks Control Building, including the removal of an existing plunger-type sludge pump and installation of a new progressing-cavity BFP feed pump with sludge grinder; improvements to the sludge holding tanks, including the installation of coarse bubble air diffusers in three holding tanks, a new outdoor blower facility, and air piping connecting the blowers to the diffusers; heating, ventilation and air conditioning for new facilities, as well as demolition and modifications to existing facilities; plumbing for new facilities; electrical for new facilities, and demolition and modifications to existing facilities; instrumentation and controls for new facilities and modifications to existing facilities; yard piping, grading, paving, and landscaping; installation, maintenance and removal of all erosion and sediment control, and other environmental protection measures, including all permits and approvals required; testing, start-up, training, and miscellaneous work; site cleanup and restoration; hauling; and other work indicated in the Contract Documents.
