RFQ: Passenger Amenity Site Research/Engineering and Design

The City of Raleigh is seeking one or more qualified firm(s) with which to contract for the following services:

The City of Raleigh, Department of Transportation, Transit Division, hereafter referred to as “City”, intends to solicit submittals for site research / engineering and design of up to 250 selected passenger amenities at existing GoRaleigh bus stops. It is anticipated that the selected proposer will conduct easement research, secure North Carolina Department of Transportation (NCDOT) easements on behalf of the City of Raleigh when needed, provide engineering and design services and provide Construction Engineering and Inspections (CE&I) services for the selected sites. A site plan shall be provided for each site in order to solicit construction of the facilities at a future date.

Each defined location will fall within an existing legal transit easement, City of Raleigh rights-of-way, or within NCDOT rights-of-way. In those instances where it is determined that the requested passenger amenity location does not fall within an existing legal transit easement, City of Raleigh right-of-way, or within NCDOT right-of-way, the legal owner shall be identified and documented. These sites shall be returned to the “City” in order to secure a legal transit easement or to purchase the needed right-of-way.

The City of Raleigh will conduct a virtual Pre-Submittal Conference at 3 PM on October 31, attendance by prospective proposers is strongly encouraged but is not mandatory. The deadline for written questions is Tuesday, November 7, 2023, by COB. The Submittal Due Date is Tuesday, November 21, 2023, by 3pm.
