MWBE Invitation to Bid – M/WBE Solicitation Assistance Request – North Regional WWTP Expansion in Harnett County, NC

Wharton-Smith is a general contractor who is soliciting proposals from State of North Carolina HUB MBE and WBE subcontractors & suppliers for the North Regional Wastewater Treatment Plant Expansion project for Harnett Regional Water in Lillington, North Carolina. This project is scheduled to bid on Tuesday, October 31, 2023, at 2:00 PM. Please submit your proposed scope of work to us at least 24 hours prior to the bid date and your firm pricing for that scope of work to us by 10:00 AM on bid day. Bidding documents are available for free download via www.isqft.com. If you would like to receive a copy of the Plans, Specs, and Addenda, please email your request including your company’s name & contact information to [email protected] or call 407-321-8410 ext. 3622. Please be sure to provide the project name in the subject line. Upon receiving your email, we will send you an Invitation To Bid, which provides a link to the project via www.isqft.com. The iSqft website will provide instructions on how to log in and view/or download the bidding documents. Project Scope of Work: The project consists of the upgrade of the North WWTP from 7.5 MGD to 16.5 MGD including new and upgrade of the following systems: headworks, secondary treatment, tertiary treatment, disinfection, sludge digestion, buildings, electrical, SCADA, and controls. The project shall include all sitework, piping, fittings, valves, appurtenances, and other items required for a complete functioning project as shown on the Contract Drawings and included in the detailed specifications.

Anticipated areas of work that will be subcontracted for this project are:  Materials Testing, Hauling, Sitework (Clearing & Grubbing, Earthwork, Excavation, Trenching, & Backfilling for Utilities Systems, Demolition, Gravity Pipeline, Storm Drainage System, Aggregate and/or Grades-Crushed Base Course, Hot Mix Bituminous Pavement, Concrete Sidewalks & Curbs/Gutters, Fencing, Turf), Concrete (Structural Concrete Formwork, Expansion Joints, Contraction Joints, & Water stops, Concrete Reinforcement, Cast-In-Place Structural Concrete, Plant-Precast Concrete Products), Masonry Contractor, Metals (Structural Steel, Miscellaneous Metal, Fabricated Stainless Steel Slide Gates), Woods, Plastics and Composites (Fabricated Wood Trusses, Finish Carpentry), Thermal and Moisture Protection (Bituminous Dampproofing, Mineral Fiber Blanket Insulation, Metal Roof System, Flashing & Sheet Metal, Joint Sealing), Openings (Overhead Rolling Doors, Fiberglass Reinforced Doors & Frames, Door Hardware), Finishes (Paints & Coatings), Specialties (Louvers), Special Construction (Pre-Engineered Metal Buildings), Plumbing, HVAC, Process Piping, and Electrical

If your company requires our help to establish a specific scope of work, that is economically feasible & realistic for your company, and/or if you feel a scope of work is too large for your firm to handle individually, please do not hesitate to contact us.

Please advise us should your company require special accommodations with payment terms, bonding, or insurance in order to provide pricing for this project. Depending on the type of subcontract work, we may also be able to waive subcontractor bonding requirements to make it easier for your company to quote the work. We can also provide assistance to qualified minority businesses in need of equipment, loan capital, lines of credit, or joint pay agreements to secure loans, supplies, or letters of credit, including waiving credit that is ordinarily required. If establishing loan capital or lines of credit to purchase materials to be installed on this project is an impediment to your company’s bidding work, we will gladly work with your material suppliers to set up joint check agreements or assist in obtaining the same unit pricing as our suppliers to enable you to bid this project.

Wharton-Smith, Inc. will offer “Quick Pay Commitment” to all MWBEs to assist qualified minority businesses with their cash flow, which means a commitment to pay MWBEs within 20 days after the Contractor confirms that the work has been performed and completed properly. Should the terms of this policy be unacceptable for your company, we will gladly negotiate terms; however, these agreements should be completed prior to the bid date.
