MWBE Invitation to Bid – M/WBE Solicitation Assistance Request – PO Hoffer & Glenville Lake WTF Reliability Impv Contract No. 55 – Fayetteville, NC

Wharton-Smith is a general contractor who is soliciting proposals from the State of North Carolinas HUB & DOT certified MBE and WBE subcontractors & suppliers for the PO Hoffer Water Treatment and Facility Glenville Lake Water Treatment Facility Reliability Improvements Contract No. 55 for Fayetteville Public Works Commission North Carolina. This project is scheduled to bid on Tuesday, August 29, 2023 at 2:00 PM. Please submit your proposed scope of work to us at least 24 hours prior to the bid date & your firm pricing for that scope of work to us by 8:00 am on bid day. Project Scope of Work: The Project consists of the following: P.O. Hoffer WTF: Includes furnishing, installing, and/or modifying facilities as described under Contract No. 55 hereafter. Raw water pump station upgrades including new duplex rotary screw air compressor; new powdered activated carbon storage and feed facility; new filtered water mixing vault; various process piping upgrades including 48-inch and 30-inch finished water butterfly valve replacement and powdered activated carbon feed manhole; a new electrical building with masonry block and brick veneer. All work identified above shall include all other site/civil, structural, architectural, HVAC, electrical, and control system disciplines to furnish functional process and support systems noted above.  Glenville Lake WTF: Includes furnishing, installing, and/or modifying facilities as described under Contract No. 55 hereafter. Replace the entire existing SCADA control system at the plant with new system including all new PLC hardware, new in-plant network communication hardware, and new SCADA software; provide new RTUs to control the filter process; provide new in-plant SCADA fiber optic network backbone; provide new SCADA wireless network throughout the treatment plant including new wireless SCADA operator interface devices (tablets); provide new ultrasonic level instruments at each existing filter; provide new flow switches at all existing emergency eyewash/shower assemblies and alarm notification in SCADA; demolition of old filter consoles, floor patch and tile installation; replacement of multi-function protective relays for 4160V pumps; architectural upgrades to the existing control room to include new desk and monitor configuration for SCADA and security uses; installation of new chemical duct bank between existing structures; and replacement of filter effluent valves. 

Anticipated areas of work that will be subcontracted for this project are:  Surveying, Hauling,  Sitework (Demolition, Earthwork, Aggregates, Clearing, Grubbing, Site Preparation, Geotextiles, Dewatering, Erosion and Sedimentation Control, Surface Restoration, Paving and Surfacing, Utility Structures, Storm Drains, Roof Drains and Final Grading and Landscaping), Concrete (Concrete Formwork, Reinforcing Steel, Stressing Tendons, Concrete Accessories, Joints in Concrete, Cast-in-Place Concrete, Concrete Finishes, Concrete Curing, Precast Concrete, Precast Concrete Specialties, Precast Prestressed Concrete Hollow Core Planks, Grout), Masonry (Mortar and Masonry Grout, Masonry Accessories, Unit Masonry), Metals (Metal Materials, Galvanizing, Metal Fastening, Structural Steel, Stainless Steel, Structural Aluminum, Metal Fabrications, Metal Stairs, Ladders, Guards and Railings, Grating, Checkered Floor Plates, and Access Doors, Stair Treads and Nosings, Castings), Woods, Plastics, and Composites (Rough Carpentry, Glass Fiber and Resin Fabrications), Thermal and Moisture Protection (Waterproofing, Dampproofing, Vapor Barrier, Building Insulation, Flashing and Sheet Metal, Single Ply Membrane Roofing, Joint Fillers, Sealants and Caulking) Finishes (Painting), Specialties (Identifying Devices, Fire Extinguishers, Fire Aid Cabinets, Emergency Shower / Eyewash Stations), Process Piping, Mechanical, Plumbing, HVAC and Electrical

Please advise us should your company require special accommodations with payment terms, bonding, or insurance in order to provide pricing for this project. Depending on the type of subcontract work, we may also be able to waive subcontractor bonding requirements to make it easier for your company to quote the work. We can also provide assistance to qualified minority businesses in need of equipment, loan capital, lines of credit, or joint pay agreements to secure loans, supplies, or letters of credit, including waiving credit that is ordinarily required. If establishing loan capital or lines of credit to purchase materials to be installed on this project is an impediment to your company bidding work, we will gladly work with your material suppliers to set up joint check agreements or assist in obtaining the same unit pricing as our suppliers to enable you to bid this project.

Wharton-Smith, Inc. will offer “Quick Pay Commitment” to all MWBE’s to assist qualified minority businesses with their cash flow, which means a commitment to pay MWBE’s within 20 days after the Contractor confirms that the work has been performed & completed properly. Should the terms of this policy be unacceptable for your company, we will gladly negotiate terms; however these agreements should be complete prior to bid date.
